Buy a Home with No Down Payment in Oregon — VA & USDA Loans
The biggest barrier to homeownership isn’t the monthly payment — it’s the down payment. Saving up $20,000 or $30,000 while paying rent feels impossible for many families. But here’s the truth that too many people don’t know: you can buy a home in Oregon with zero down payment.
There are legitimate, well-established programs that make this possible. No gimmicks, no shady loans, no catch. Let me walk you through every option.
Option 1: VA Loans — Zero Down for Veterans
If you’re a veteran, active-duty service member, or eligible surviving spouse, the VA loan is the most powerful zero-down option available:
- Down payment: $0
- PMI: None — ever
- Interest rates: Typically 0.25–0.5% lower than conventional rates
- Credit requirements: No VA-mandated minimum (most lenders want 620+)
- Loan limits: Up to the conforming loan limit with no down payment
- Reusable: You can use the VA benefit multiple times

VA Loan on New Construction
All LGI Homes communities accept VA financing. Combine zero down payment with builder closing cost credits, and many veterans move into a brand-new home with minimal out-of-pocket expense. The VA funding fee (typically 2.15% for first use) can be financed into the loan.
Option 2: USDA Loans — Zero Down in Rural Areas
The USDA Rural Development loan is a zero-down-payment option that many buyers don’t know about:
- Down payment: $0
- Guarantee fee: 1% upfront (can be financed) + 0.35% annual
- Credit requirements: Typically 640+
- Income limits: Generally 115% of area median income (varies by county and household size)
- Property location: Must be in a USDA-designated rural area
Where in the Portland Metro Qualifies for USDA?
USDA eligibility maps include more areas than you might expect. In the Portland metro, parts of the following areas may qualify:
- Woodburn — Much of the Woodburn area qualifies as USDA-eligible. This matters because LGI Homes’ Dove Landing community (from $389,900) is located here.
- Parts of Clackamas County — Some outlying areas
- Parts of Columbia County — St. Helens, Scappoose, and surrounding areas
- Marion County areas — Outside of Salem city limits

Option 3: Oregon Down Payment Assistance Programs
Even if you don’t qualify for VA or USDA, Oregon offers programs that can effectively reduce your down payment to near-zero:
Oregon Bond Residential Loan Program
Administered by Oregon Housing and Community Services (OHCS), this program offers:
- Below-market interest rates
- Available for first-time buyers (or those who haven’t owned in 3+ years)
- Income limits apply (varies by county)
- Can be combined with down payment assistance options
Cash Advantage
This is free money. Cash Advantage provides a grant — not a loan — toward your down payment and closing costs. It does not need to be repaid. Combined with an FHA loan (3.5% down), the Cash Advantage grant can cover most or all of your down payment.
Rate Advantage
Offers a lower interest rate in exchange for a smaller down payment assistance amount. Best for buyers who have some savings but want to minimize their monthly payment.
Individual Development Accounts (IDAs)
A matched savings program where your savings are matched at a 3:1 ratio for home purchase. Requires advance planning (you save over time), but the match turns $3,000 in savings into $12,000 toward your home. Powerful for those who plan ahead.
Combining Programs for Maximum Savings
Here’s where things get really powerful. You can stack multiple programs together:
Example: VA + Builder Incentives at Dove Landing
- Purchase price: $389,900
- Down payment (VA): $0
- Builder closing cost credit: Covers significant portion of closing costs
- VA funding fee: Financed into loan
- Estimated out of pocket at closing: Near $0
Example: FHA + Oregon Bond + Cash Advantage at Dove Landing
- Purchase price: $389,900
- FHA down payment (3.5%): $13,647
- Cash Advantage grant: Covers a portion of down payment
- Builder closing cost credit: Covers closing costs
- Estimated out of pocket: Dramatically reduced

Let’s compare monthly payments on a $389,900 home with different down payment scenarios:
- VA (0% down, no PMI): ~$2,550/month (PITI)
- FHA (3.5% down, with MIP): ~$2,650/month (PITI + MIP)
- Conventional (5% down, with PMI): ~$2,600/month (PITI + PMI)
- Conventional (20% down, no PMI): ~$2,200/month (PITI)
The difference between zero down and 20% down is roughly $350/month. But 20% down on $389,900 is $77,980 in cash. Most first-time buyers are better off keeping that money and investing the difference, rather than tying up $78K in a down payment.
